I looked at your site, and heres my opinion (All IMHO):

The 'Syracuse' heading is nice - though I would have the 'In Focus'
pinsharp.

The 'map' is a great idea, but also should be pinsharp. I also think the
grey bit around it should be white.

The contact information should be centred to match the heading.

I don't know if this doctype on your first page is valid, I suspect not.

Make the bottom text (copyright) either small, or strong, but not both - it
is hard to read.

I would drop the <HR>'s.

Also, you use a sans-serif font at the very top, and for 'current issue',
but the contact information is in a serif font - change them all to a
sans-serif font.

On the 'current issue' page, the logo is aligned left, to be consistent it
should be centred.

Also drop the <HR>'s on this page.

...Well, my connections been dropped, seems my ISP has some problems.

The pages that I did visit loaded quickly, and the graphics did too. Talking
of graphics, a few pictures might be nice - just to liven it up a bit :)
