IMHO,

First impression:

I think you might want to stick to one color scheme on both frames. The
clouds on the menu frame clash with the yellow and black of the other
pages.

Also, I don't like javascript too much. In the menu page, besides the
mouseover effects, I don't see much use for it.

Biography:

There is a java error there. you click, and 5 secs later it displays a
bunch of code...
top.toc.homenrm.src="images/homenrm.jpg";
top.toc.homehot.src="images/homehot.jpg";
top.toc.document.homebtn.src=top.toc.homenrm.src;

and so forth.

Hobbies

I think that is true of all pages.. might want to re-check your code.

Email

Yep. Check your code, you have a major bug.

Can't really evaluate the content, the bug doesn't give me enough time
to read =(

load time not too bad.

Where it says "connections consulting offers a variety of services...",
you could try playing a bit more with the text, particularly since you
are using css. It gives this empty space between the text and the
feedback button. Might want to specify a few services that you provide?

The background is a good idea, but you might want to get rid of some of
that thick blur on the side line. It's a bit too thick.. maybe put a
black line at the end of the pure solid, then blur?

Services
Nice look.

Contacts
Why don't you stick to that font you were using on the services page? I
like it much better than times new roman.

Information
Same.

Free Stuff
Same thing.

Overall:
I've found the link exchange doesn't work. If you want to keep it, just
leave it one page. Instead of that, try advertising on search engines,
there are services that will ask u a bunch of info, and post everything
on a lot of engines.. that's how I get my hits.
The counter isn't necessary on every page, unless you want to check
which pages people tend to see more. In that case, make it so people
don't really see it, till you have more hits.

Hope that helps you out.
