::Home page::

It looks as though you have put your keywords into the top of the body of
the document. The chunk of text is pushing your logo down so I had to
scroll to see it (on a 640x480 window) and it looks rather odd. A more
appropriate place for the keywords would be a META tag in the head of the
document. I see that you already have a META tag for keywords, so I'm not
sure why you did this...

In addition I can't say I like the logo too much, but I think that's more
a matter of taste than anything else. I would also set the border to 0 on
the two flags.

::First English page::

There are quite a few people whose browsers don't support frames, so you
might want to consider creating a frameless version of the site. I see
that you have included a NOFRAMES message though, which is good.

I don't think you need to repeat your logo (or "Welcome to" for that
matter) quite so many times!  Also the logo in the top frame has been
resized using HTML, which results in poor quality - the browser is not
nearly as skilled at image manipulation as your graphics package is. I
suggest you make an image of the correct size and use that instead.

I would put the "last updated" text at the bottom of the page - it's not
the most important information on the page, after all.

The nav bar in the LHS frame has 2 broken images (non-mouse-over version
of the images). The images also look a little scraggly, as though they
have been resized with HTML (not the case I see) or not anti-aliased.

My advice for this page: replace the contents of the main frame with an
explanation of who you are and what you do, and leave out the logo/welcome
message (which you already have on the home page *and* in the top frame).
Replace the logo in the top frame with one which has been resized
properly. Fix up the nav bar.

I don't have time to look any further unfortunately, but I hope this
helps!
