Actually this is because Netscape 3 doesn't support bg colours in tables.

The "safe" colours are only really applicable to 256 colour systems, and
the browser doesn't know how many colours your system is capable of
displaying - it won't arbitrarily decide not to display a colour on the
off-chance that it will not be rendered correctly.
