I also liked the Flash intro, especially the washed images as a backdrop to
the fully coloured versions.  Great idea!

The idea of having a Flash intro as opposed to a full Flash site is
interesting to me because it adds some interest without having to create two
sites for Flash and non-Flash users.

I was viewing with IE4 and experienced a JavaScript error on the site map,
but after I clicked through the warning the site map rendered fine.

Everything else looked great.

First off I am impressed with flash (good flash, not
cheesy flash) and I think you've done nicely with the
flash. 

The only problem I saw was with the Council page, I
noticed that it was not jazzed up like the others when
accessed from the home page, accessed from other pages
it goes to a nice page?

you might want to make your upper level links more
prominent, I was a little confused trying to find the
main pages when I was down in the site.

Otherwise, it looks really good.
