Hi Ian,

I found the site plaesant looking and informative. I think the background
graphic was especially done well as the text is still very readable. 

On the constructive side I would use slightly larger text for the links -
it was difficult to hit exactly the link I wanted since it was so small.
You may also want to consider tables instead of frames for layout. You'll
cut out less audience that way.
