Michael,
 I think the site could use a little sprucing up, but what none of us 
knows is what limitations were imposed on the designer at the time it 
was built. I've seen, and have been stuck building, some really 
crappy looking designs (crappy in my opinion) simply because thats 
what the client wanted.

 On the whole, while not spectacular, the site maintains a uniformity 
of interface and manages to convey the message they want to 
convey.

 The real issue for the client shouldn't be the looks of the site, it 
should be the performance of the site. And quite frankly, I would be 
suspicious of any company barging in and putting a design down. 
Thats merely a tactic to designed to make the client feel insecure 
about the existing design. 

 If the site is producing for the client, then like the old engineering 
adage goes, "If it ain't broke, don't fix it". Changing the look of the 
site rarely improves its performance unless those changes are 
designed to enhance its positioning in the search engines.
