This is more to do with the 2nd part of your question.

To develop a on line database, you will need to consider where to host
your page, as linking a database on to the internet, needs to be done
server side, there is no way to do this in html.  So this would be
imposible to acheive on Geocities.

In my opinion the best, and by far the easiest way to do this, is using
Active Server Pages (ASP).  You can link up to any ODBC complient
database, perform full searches, add records, modify ....everything with
just a few lines of code.

You mention that you want to use Superbase, my advice would be to use
Access as this is far more suted to ASP.  If you look at the site I
develop for (work)  http://www.bournemouth.gov.uk the whole site uses
around 7 ASP pages and about 4 html pages.  The entirte contents are
created using 2 Access database, wich in total are around 3Mb in size.
The site contains the equivilent of well over 1000 pages of a4 text.
