I've just had a quick look at your site. 

My advice would be check your site, with cookies turned off, you will
have a bit of a shock!

I connect to the net, via our works proxy server which is part of our
Firewall, this proxy stops all incoming cookies.  So I often see this.  

Our own site http://www.bournemouth.gov.uk starts giving JavaScript
errors, because it is unable to set a Session Cookie..
