Hi Bill,

As you mentioned...this is all very dependent on browser capabilities,
configurations, Operating systems capabilities, OS settings, etc.

Some options you can try though are:
1) Talk the client out of this outdated journaliztic practice and
expectation

2) Use the non-breaking space tag ( ) to forcefully place spaces
between things. 

3) Using stylesheets to set exact font sizes and font specifications 

4) Use a transparent gif set to exact pixel sizes to spaces between words
and after periods.

The problems you will get with some of these options is that for different
font sizes (i.e. someone who has Windows set to use large fonts) things
could come out looking very different then you are intending. And not all
options are supported by all browsers.

I sympathize with you. I once had a client with a long print background make
such a demand but luckily I was able to convince them that such a practice
was outmoded and unrealistic for the web.
