Hi.

Nice site!  Good simple design, nice colors, clean look.

You might consider wrapping your comment in a table to constrain the width.  
With a modest browser window, the text column is a manageable width.  If I 
widen my window, the text widens with it without limit, and the lines become 
too long to read comfortably.

On the flip side, if I narrow my screen, the navigation table squishes until 
it is a tall thin column.  Constraining that to a minimum width might also be 
good.

I was a little confused by the placement of the paper's title below the 
navigation.  Not so much on the home page (where the title is quite large), 
but on the other pages it became confusing.  Moving from top to bottom on the 
page, you have paper nav, paper title, chapter title, chapter nav.  To me it 
would make more sense to have paper title, paper nav, chapter title, chapter 
nav.

Your subject matter is not my specialty, but you present it in a clear, well 
organized way, and it seems like it would be really useful.  The one place 
I'll nit-pick a little is in your "initial technical decisions" section.

Having consulted repeatedly on technology and platform decisions, my 
experience is that it makes for a healthier project if you can decide on the 
technology you require to meet your goals and then push for that technology.  
If you have to compromise later then so be it, but try to avoid constraining 
your technology choices to what you initially think is available.

A lot of times even the system administrator may not know or may not provide 
a complete accounting of what's available on a given server.  Things like php 
and mysql are quite easy to install if needed.

Related advice:  make your system administrator your friend if at all 
possible.  If they're your only technical contact for the project, bring them 
in as early as possible and keep them posted on your decisions (while 
realizing they may have limited time).  The same is true for any programmers 
or technical consultants.  Talk to them early in the design process, they can 
often give valuable input on designing your system.
