The event is not at all unlikely - the smaller number of voters the greater
likelihood - regrettably there are not that many of us (or so it appears)
interested in the elections. However, I personally am faced with another
problematic situations and as my first question wasn't answered I'd like to
point out the following:

I have three votes but cannot cast them all. In the event that other voters
will be voting on one or two candidates there is a possibility the third
candidate(s) will receive one vote, his/her own. This means:
1. a tie
2. single vote = majority
I don't think one vote should constitute the majority sufficient for a GB
seat. Therefore I'd like to suggest that candidates must receive a minimum
of X votes to be elected. In the event this requirement is not met a GB seat
stays vacant until next elections

ps Proxy gathering starts on Feb 5. When Feb 5 begins in Sweden you are
still struggling with Feb 4 in the US. Perhaps you could be more specific as
to the exact date and time.
pps Hint: Perhaps HWG could follow CNN's example and add "International" to
its name so that "we" on the other side of the Atlantic are not that easily
forgotten
