The trick to having rooolz, especially in such a 'social' process as
elections, is to have as few as possible. Rules should be 'thou
shalt not', not 'thou must'. Once the door is opened to 'must sub to
-elections', how much snow will blow in? Can't force anyone to 
actually -read-anything, or should there be a daily online quiz? If 
they fail the quiz two days in a row is their voting privilege 
removed? See how far this goes? The answer to the question 'where 
does it stop?' is 'don't start'.
