They should volunteer to do something they may not particularly like 
just to 'do' it. It's not a lifetime commitment, they can move on to 
another spot if/when it opens. Obviously takes a special kind of 
person to do this.

The trick there is to 'invent the need'. I've done this at lots of 
places I worked at. Had a skill or interest that didn't necessarily 
'fit in', and either convinced someone it was A Good Thing [tm] and 
they'd let me do it (read 'sell it to the GB'). Or just went ahead 
and did it and later show it and they'd tell me 'keep doing that' or 
'don't do that'. Obviously takes more imagination, improvisation and 
creativity to pull this one off.

Not at all, just advising to work within the existing 
structure/system. And if you want to enhance/adjust that system need 
to clearly describe the features of the new idea. That is, describe 
'what is missing' (or 'what is redundant'), and how the new idea will 
improve the system and benefit the HWG.
