How do I create Thumbnails ?

I'd like to create thumbnails of some gifs/jpgs on my website, I've tried
reducing using width and height commands but I lose clarity, how would I go
about create clear thumbnails ? is there some functions as elementary as
reducing picture size on the following software ?

Photoshop 4.0 and Paint Shop Pro 5.0

if these are not suitable could someone suggest software ?
