There may be a filter to do just that, but you can achieve that effect
by applying an "interlace" or "scan line" filter, rotate the image 90
degrees and apply the filter again.

Check out www.nascar.com for another sample of something I'm trying to
figure out how they did (the little pixel sized dots). There HAS to be
some type of filter or effect somewhere that generates this.
