color levels and values

Hi,
PSP5.2 user here.
When reducing color level for a very simple background that has, for
example, only 3 actual colors, is it possible to create a palette of 3
colors that has exactly the 3 colors you want instead of an approximation?
For example, say I want a dark teal #006666. I don't want #006363 or #006B6C
or the like. I want the palette to consist of
#006666
#FFFFCC
#000066
Is it possible to reduce from higher levels to a 16 or 3 color palette which
will contain these exact colors?
I know that these are non-dithering colors contained in Netscapes palette,
but don't want to have to leave the images at 256 colors to make sure these
colors are there.
