That image was made with two different font styles and sizes.

I'd do it thusly:

First: Open a graphic the size you want the banner to end up.

Second: Set a foundation color.

Third: Set the logo.

Fourth: Design the larger BG font using contrasting color, texture size, and
styling.

Fifth: Design the foreground font using contrasting color, size, and
styling.

Sixth: Set the links.

VIOLA ... The result is what you see on their webpage.
