Dave,
The effect is in fact a javascript. I don't recall the URL to retrieve it,
but I would start at javascripts.com and search for the "lake effect". If
you prefer you can email me and I will email you the script. I haven't had
much time to tinker with it, but perhaps you cna have some success with it.
