The other day I found a great program that's free, performs a lot of image
processing stuff and DOES have a utility for creating thumbnails.  It's
called "20/20", and it can be downloaded at:

http://www.completelyfreesoftware.com/graphics_programs_w95.html (1.9 MEGS)

. . . reminds me a lot of Paint Shop Pro! ! ! !
