border problem

Hello.......

I have created a composite image on PSP7, and saved it by exporting it
through the gif optimizer. No matter how many times I go back and tweak the
image, the border never shows up when I upload it to my site. It should have
a green border 10 pixels wide on all sides, but it simply doesn't show up.
What I eventually had to do was to create a border using a table.
