One way to do it would be to use the Photoshop plug-in Render-Lightning.
You could take the original graphic and use the lightning effect starting at
one side.. and make each gif in increments from one side to the other.  Then
put each gif in order in your animation program.  I love the Lightning
plug-in..... it makes some interesting buttons and banners too :)
