golden frames

Lately I have seen some beautiful graphics on the web.  They are nice
pictures framed in gold.  The gold frame looks like it has different
lightning highlights giving a wavy, fancy effect to the frame.

Can anyone tell me how these frames are made in either PSP5 or PS5?  Are
these frame effects done with a special plug-in?
