Morning Cindy:

I use PSP4 and have found that if I set my FEATHER selection to "0" when
creating the outline for the image crop it will then crop nicely into the
size I want w/o the border and tile smooth.

The greater (above) "0" I set the FEATHER, the wider the BG color border.

Give it a go and see if that works for you. :o)
