Them Cool Letters

I was wondering how to make those letters with that look as though they were
created from blue prints.  (characters are surrounded by faded circles and
lines that are extensions of the characters' curves).  Is there an easy way
to do this (plugin or font), or does one have to go and draw in their own
circles and lines?
