Browser "Safe" color pallete aint safe on Netscape!

Greetings All

I've been experimenting with the so-called 216 browser safe color
palette, and It appears that the colors still show differently (darker,
or even more unpredictable) on Netscape 2.02 and 3.0 when set at 
a 256 Resolution. Based on my experiments these differences are 
ONLY at the 256 (8 bit) resolution.

Is there nothing I can do about this?
