Gifs transparency (again)

I know we have had much discussion about gif transparency over the last
months, but I keep running into the same problem with PS5 (PC format), so
wondering if you guys have any suggestions.
Quite a long time ago I used to be able to find a gif file in public domain
image sites or in my image collections, then make a small change such as
rotating or resizing and export again as a transparent gif. For some reason
this isn't working any more.
Now when I open a gif file into PS5 and do any changes with it, I have to
literally do a "cut-out" selection and put it on a new transparent
background in order to make any changes and keep a transparent setting. I
don't understand why I can't make changes to a gif file and then export it
to transparent once again. It seems to lose all transparency after I make
any changes. I have tried both interlaced and non-interlaced with no luck.
Any suggestions?
I also have PSP5, but I really don't know how to use it yet. Maybe this has
an easier way to do this?
