Flailing for help on graphics

Hi. I'm having the wierdest problem! I hope I can articulate this correctly:
I have a file with 12 scanned photos in it. I took them all at the same
time, scanned them all together, and all of them are jpg's.
Now, I go to put them on the web, and only 3 are legible. The other 9 give
just that little box that you get when you make a call to a non-existent
graphic.
I've tried everything. I've pulled them each up as jpg's in PhotoShop.
ThumbsPlus, Corel....All appear to be fine.
I moved the html file so that it is in the same directory...still no change.
I made them all into gif's...still, only the original 3 are viewable.
I'm totally at sea here...anyone have a clue?
