Does anyone know of an inexpensive image cutter,

Its not a photoshop plug in, but you may be thinking of dicer039, a
small program that functions only to slice up images for tables on the
web. the free (inexpensive as it gets) version is available at:
http://www.ziplink.net/~shoestring/dicer01.htm
or
http://members.tripod.com/~ShoeStringProjects/dicer01.htm
He does have a shareware version in beta testing as well. Good luck!
