Hi Tanya
Paintshop Pro sounds like what you're after. Cheap, in effect shareware, I
think you can download a 30 day trial from their site at www.jasc.com ;
currently in version 5 though I hear version 6 is in beta (any opinions from
anyone who has used it welcome BTW).
All manner of painting tools, extensive use of colour palettes and can use
Photoshop type filters.
Check out the site, they can describe it better than I can...
