makes button creation an easy operation, it will turn
the image of your choice into a 3D button.
Moving up a notch in  price Macromedia Fireworks
http://www.macromedia.com/
makes buttons an easy operation and retains
easy editability of text if you use text  labels.

Any graphics editor can be used to make buttons
if you want to manually add shade and light
along the sides to make it look 3D.
