Photo touch-up

Hi all,

I've meant to ask this question a long time ago
but not before I try it first:
  
How do touch up a photo using Photoshop 4.0
to give it a nice soft edge like the ones I found in
the following site:
http://www.drue.com/writings/tattoo.html

Please note that I am still trying to get to know
Photoshop, so some basic steps will do nicely.
