As mentioned, resampling up has to "invent" image data, which computers
are not very good at. However, if you can be bothered to spend the time
yourself, you can do the one-shot blocky version, and then zoom in loads
(6:1 approx?) and use the smooth / smudge tool to take out the blockiness at
sharp boundaries. Sure, it might look a little blurred, but you will make a
*much* better job of filling in the details than Paint Shop Pro.
You could also try using Photoshop to resample the images up, as I
believe it does a much better job of it than PSP. Get a trial version from
www.adobe.com and just do a screen capture (it won't save files).
