GIF Construction Set from Alchemy Mindworks is a great shareware.
You can download it from www.mindworkshop.com/alchemy/gifcon.html
It is very small, only a little bit over 1,5 Mb
I've tried several softwares for making animations for the web but I find 
this one the easiest and best.
