Converting GIF/BMP Format to EPS

A client that has a logo that is in .bmp or .gif format and would like
to take this logo to a printer to make business cards, letterheads, etc
with it. Of course, the printer wants the format to be .eps file format.

I can convert this .gif logo over to .eps in PSP, but the results are
horrific.

What is the best software/way to get this accomplished, without spending
alot of money for camera-ready artwork?
