My answer is :YES!

Especcially when you know that nearly 10% of the men are colourblind.
They cannot see green or red  very well but see it as brown to yellow in
most cases. Web safe colors give you the certainity that these green and
red  will not be rendered by any monitor when you want to take in
account that fact.

For that reason I always specify websafe colours.
