If you're doing it manually, you can open a photo in Photoshop, drag
out some guides to where you want to slice the image, then make several
copies of the image, then use the cropping tool on the various copies
to obtain the various slices. Next, you construct a table with cells of
the appropriate size.

The whole process can be semi-automated with appropriate software. For
example, in ImageReady, after placing guides where you want the slices,
you can � all in one step � slice the graphic, create the table with
cells, and place the slices in the cells.
