Yes, there are ways to do this.  However, you need to be VERY careful when
compiling information on children under the age of 13.  There are some very
strict federal guidelines regarding collection and/or dissemination of such
information (The Children's Online Privacy Protection Act).  For more

The way to do what you are wanting is to find a commercially available
mailing list service.  We could set one up for you that would do exactly
what you're asking for a small setup fee and small monthly fee if you can't
