This is just a stab in the dark, but I believe that you can get a border 
like that by making a background that has a stripe on both sides, in 
your prefered colour and pattern, and then making a top graphic that has 
a line across, and if you want curved corners, you can draw them in.  
Rotate by 180 degrees to make bottom graphic, and just put them at the 
top and bottom of your page.  You will need to make sure that the 
background is transperant and that the graphics are solid colour of the 
colour that you want your page to be.  
I hope this makes sense and that it hasn't been suggested before.
