Kate, I presume you mean the white around the "Landmark Real Estate
Worldwide" image. In fact, when extracted from the animation and viewed at
extreme magnification, that white area contains, rather randomly
distributed (as though added with a "Noise" function), 7 different color
component pixels, besides white, FFCCCC, FFFFCC, CCFFFF, CCCCFF, FFCCFF,
CCFFCC, and CCCCCC, all of them pastel colors at the top end of the
Netscape 216-color palette. As someone earlier surmised, it is probably
some procedure you are doing in PSP that is causing this (I can't help you
with that -- I use Photoshop).
