Unfortunately, I suspect that, in order to "pre-load" graphics, there has
to be a call for them within the BODY container of some HTML document that
occurs on the page.

The way I have tackled this, in the past, is by putting the rollover
elements in a non-scrolling fixed-width frame with the alternate
"non-up-state" graphics placed off to the right of the "up-state" graphics,
so they do not appear in the frame. You could also placed them below, they
need to be far enough down that they will not appear even on high
resolution monitors (such as 1280x1024).
