My guess is that it is related to your use of JPG files, rather that
Netscape-palette-GIFs. But the primary cause is that the people who are
reporting this have their displays set up to display 16-bit color, rather
than 24-bit or 8-bit. Video display manufacturers notoriously develop their
own standards when it comes to 16-bit color such that many color artifacts
are introduced when a specific RGB value cannot be truly displayed.
