Interesting responses to the question, meaning so far we have no real=
 answer to the question. Frankly, I don't have one either. I do have a=
 suggestion and it has the weight of the standard opinion. I use slice=
 graphics as well to asist in loading speeds. 
Perhaps if we make an additional layer or CSS block that loads overtop or=
 overlaps the original that is a 1x1 transparent GIF the size of your=
 active slice that conatins the alt. (Obviously if we are using a slice we=
 depend on the browser being js capable. a mouseover default down=
 transparent should be easy), an On mouseover or default down ?
