zBackground images. How to?

Hello folks,

A silly and basic question that I've never figured using Paintshop Pro:

How does one make those images for backgrounds, such as logos and the like?
Ex #1: 
http://tucows.tierranet.com/

This has the tucows logo in the rigth side of the background. how do you
get that effect?
