Image Effects in Paint Shop Pro 5.03

I've noticed that sometimes, images I'm using in Paint Shop Pro 5.03 allow
me to use Image Effects (Buttonize, etc.) and sometimes those options are
grayed out and I can't use them.  At first I thought it was a file format
issue (.gifs not being able to have image effects but .jpegs can) but it
seems to be a "sometimes it works, sometimes it doesn't" deal.  Any
suggestions on how to consistently be able to have Image Effects available?


Please don't say "Just upgrade to PSP 6.0!"...I work for the Army, and
despite what you hear about million dollar hammers, we can't get new
software that easily!  ;)
