Phong Sweep

Hi;
Does anyone know how to do a phong sweep? This is where you have a *shiny 
spot* sweep over the metallic-looking part of a graphic so as to give the 
illusion that a light is sweeping over it. I was thinking using Flash, 
creating a mask and placing a glowing alpha bitmap between my metallic 
background and the mask. Are there better ways?
