Jay,
I'm unclear as to what this post has to do with anything.... Of course
the HTML "standard" has a purpose. But the fact is that throughout the
"browser wars", the two largest browsers have adopted their own little
extensions which will only work in those browsers. BGPROPERTIES=FIXED is one
of those extensions.
