In FrontPage, if you add a new image or change an existing image, and  then
save the page, say "yes" or "yes to all" when asked if you want to save the
image. 
If you have a gif, and it has already been applied to the page, then you
change it in any way (resize it, change it through another graphic program,
rename it) it will ask you "do you want to save the image" when you hit
preview or save.
I am generally in the habit of saying "yes to all" each time I'm prompted.

Make sure your preview browser is viewing the most recently saved version of
the page. Netscape can fool you into thinking you are. If using Netscape, and
you think this might be the case, start with the "file; open; get file" steps
rather that "reload page" to make sure you are viewing the most recently saved
version.

Try making the selected color transparent through FrontPage using their "make
color transparent" tool. If you are making it transparent through another
program it may not be transfering the information correctly to FP. 

Make sure you have the correct file path to the image. If you have two copies
of the image, you might simply be linking to the wrong image. 

Otherwise, start over. Cut the offending image, save a new one with a new name
and add the new one to the page. I have had to do that with FrontPage,
couldn't tell you why but it worked.
