Would probably be best to stick with GIF.. easier to create transparency
(As JPG is naturally a lossy compression, you probably won't be able to
drop out one color (IE the background) because it will have imperfections
in it)

You should be able to do this in Java.  I don't know how well it would
resize things, but it is an option.  Shockwave would probably work, but I
think Java would be adequate.

A good book for learning Java is called "Teach yourself Java in 21 days"
and, like all the other "Teach yourself" books, is well written, and has a
CD to play with.
