The image is most likely in CMYK or lab color or some other format.. go up
to "Image" and select "Mode" and "RGB"   (or "Index" if that's where you
need it)

If there are any layers, you will need to flatten them to save a jpeg.

If you still can't save it, try flattening the layers then selecting
the entire image either with the marquee or with the select all hotkey
(Ctrl-A)  Then copy the selection to the clipboard, and create a new image
(It should already want to make an image the size of whatever is in the
clipboard)  Once the image has been created, simply paste the contents of
the clipboard and flatten it again.  (If the file was rather large, select
a small section of the image.. maybe 10x10 pixels or so and copy that to
the clipboard to replace the large image that is there.. that should free
some memory)
